The Knowledge Network on Climate Assemblies (KNOCA) aims to improve the commissioning, design, implementation and impact of climate assemblies, using evidence, knowledge exchange and dialogue. We are an active community of policy makers, practitioners, activists, researchers and other actors with experience and interest in climate assemblies who co-create activities and knowledge.
Amazonian Citizen Assemblies Call for More Just, Inclusive Climate Finance

A new report - Amazonian Climate Deliberation by International IDEA outlines lessons from three citizen climate assemblies in the Brazilian Amazon region of Pará, held in advance of COP30. The study, authored by Marcella Nery and Anoukh de Soysa, presents insights into how citizen deliberation can reshape climate finance governance. The assemblies were organised by the nonprofit Delibera Brasil.
The report calls for simpler and more locally aligned financing mechanisms, municipal climate funds governed by citizens and officials, and long-term funding strategies that recognise participation and shared management as core criteria. Overall, the assemblies show how deliberation can make climate finance more grounded, legitimate and responsive to Amazonian communities.
Taken together, the assemblies demonstrate how deliberative processes can deepen climate governance in the Amazon by embedding local knowledge, strengthening legitimacy and laying foundations for more accountable and community-centred climate finance.
