The Knowledge Network on Climate Assemblies (KNOCA) aims to improve the commissioning, design, implementation and impact of climate assemblies, using evidence, knowledge exchange and dialogue. We are an active community of policy makers, practitioners, activists, researchers and other actors with experience and interest in climate assemblies who co-create activities and knowledge.
The Impact of the Brussels Permanent Citizens' Assembly

Three years after the establishment of the Brussels Permanent Citizens’ Climate Assembly, its Secretariat has published a report on its impacts. The report captures broader cultural impacts of the Assembly as well as reviewing the response of government to individual proposals.
The Permanent Citizens’ Climate Assembly was launched by the government of the Brussels-Capital Region in early 2023. Each year, 65–100 residents are randomly selected to deliberate on a specificclimate issue, with a requirement for the government to respond. In the first cycle, the assembly addressed housing; in the second, food; and in the third,the sharing and collaborative economy.
The impact report suggests that the Assembly has had three significant impacts beyond the specific topics it has considered:
- A consistent focus on just transition – not leaving anyone behind
- Changes in the way the administration works in relation to the assembly
- Impacts on assembly members and broader groups and organisations across Brussels
The report captures impacts of specific Assembly proposals, with a particular focus on the first cycle of deliberations on housing. Here, a number of proposals are being integrated into the government’s renovation strategy as part of its Social Action Plan to be adopted this year. While the second cycle on sustainable foods is waiting for the final response from the Brussels government, proposals are already being reflected in the current revision of the Good Food Strategy led by Brussels Environment.
The Secretariat aims to update the impact report on an annual basis.
